Looking at the Land and Water Trust Fund we are looking at two different definitions, one is the legal definition:

We, the taxpayers of Park County have placed TRUST in the County with millions of sales tax dollars to be expended on projects to protect and preserve the Land and Water of Park County. To further this TRUST the Land and Water Trust Fund Board (LWTFB) was put in place to provide recommendations to the Board of County Commissioners (BOCC) concerning the funding of these projects.
On April 25, 2019 Dick Elsner presented this resolution:
This is from the above document:
"Section 1. Procedures for Expending Land and Water Trust Funds.
A. In cases where applications for Land and Water Trust Fund grants are time sensitive and/or are not synchronous with the Park County Trust Fund Board’s quarterly meeting schedule, the Board of County Commissioners may determine to award the grant and expend the funds without a specific recommendation from the Park County Trust Fund Board."
I have these questions:
-What would prevent the BOCC determining that all projects that they want to see go through as "time sensitive", and could the BOCC hold projects so they become non-synchronous with the schedule of the LWTFB?
-How does this resolution fit with the Standard of Conduct that all BOCC members must sign?
Look at Standard of Conduct: #1:
Act in the Public Interest
Recognizing that stewardship of the public interest must be their primary concern, board members will work for the common good of all the people of Park County, and will assure fair and equal treatment of all persons, claims and transactions coming before the Park County boards.
Ultimately, on May 2, 2019 the resolution was continued to a later date by a 3-0 vote of the BOCC HOWEVER this resolution could be voted in at anytime.
Do we TRUST the current BOCC and the legitimate need for this resolution or is this a power grab?
